The single-vehicle crash happened shortly after 5:30 p.m. on the Shawan Road exit of the highway.
Investigators said they're still trying to figure out why the rig that was pulling a vehicle trailer ran off the left side of the road and overturned.
Police identified the driver who died as William Behrens, 74, of Harford County.
The ramp from southbound I-83 to Shawan Road was closed for about six hours during the investigation.
